Purchase of Property - 22-acre Elementary School Site in Smith 54

Introduction:

The State Road 54 corridor between US Highway 41 and the Suncoast Parkway is one of the high growth corridors in our county. The attached map of the future elementary school growth potential shows that almost 1,200 elementary school students currently exist in this area and over 1,200 more elementary school students are expected when the 6,863 already approved homes are built. Considering our current elementary school capacity of 762 students, a total of 2,400 elementary school students will require a minimum of three elementary schools in this area. Oakstead Elementary School is currently the only non-charter school that exists in this corridor. Two more elementary schools are needed in this corridor.

Description:

Smith 54 is a mixed-use housing development on the south side of State Road 54, approximately one and a half miles east of the Suncoast Parkway. In 2007, the Smith 54 project requested a Comprehensive Plan Amendment with Pasco County.  At that time, realizing the need for a future elementary school, District staff requested an elementary school site be reserved in this development. The landowners, the Smith family, and their representatives, King and Bev Helie, have been very accommodating and willing to work with us on this site. 

 

Two independent appraisals were acquired that appraised the twenty-two (22) acre site. One appraisal valued the property at $85,000 per acre and the other valued it at $130,000 per acre. The owners have agreed to sell the property to the District for $101,500 per acre or $2,233,000.

Action Requested:

The staff requests the School Board’s approval of the Contract for Sale and Purchase of Real Estate Property for the purchase of twenty-two (22) acres from the Smith family in the Smith 54 development.

Recommendation:

The staff respectfully recommends the approval of the Contract for Sale and Purchase of Real Property for the purchase of twenty-two (22) acres from the Smith family in the Smith 54 development.
