SUBJECT:       Recommendation to Approve the Five-Year Charter Contract with Florida Autism Center of Excellence - Pasco

Introduction:

On November 6, 2012, the Board approved the charter application submitted by the Florida Autism Center of Excellence, Inc. to open a Pasco County charter school specifically to serve students with autism.

Description:

Florida Autism Center of Excellence, Inc., a Florida non-profit corporation with 501(c)3 status, is requesting a 5-year contract.  The school will be operated by Quest, Inc., which also operates the Florida Autism Center of Excellence – Hillsborough campus.

Student enrollment in year 1 (2013-14) will be a maximum of 38 students in Pre-Kindergarten through grade 5; year 2 (2014-15): 68 students in Pre-Kindergarten through grade 5; and years 3 through 5 (2015-16 - 2017-18): 92, 102, and 110 students respectively in Pre-Kindergarten through grade 12.  The school will offer the Special Diploma option only.

In the first year, members of the founding board of the Florida Center of Excellence, Hillsborough campus will serve together with local Pasco County board members during the transition period. 

The principal of the school has been hired and the governing board has entered into a lease to utilize the portable units on the property of Agape Baptist Church at 39735 Chancey Road, Zephyrhills, Florida.

District staff will conduct annual reviews to ensure the school is in compliance with its charter and federal and state laws.

Action Requested:

The staff recommends approval of the 5-year charter contract between Florida Autism Center of Excellence, Inc. and the District School Board of Pasco County, commencing July 2, 2013 and ending June 30, 2018.



Recommendation:

The staff respectfully requests the School Board’s approval of the 5-year charter contract between Florida Autism Center of Excellence, Inc. and the District School Board of Pasco County, commencing July 2, 2013 and ending June 30, 2018.
