SUBJECT:       Budget Amendments #35 through #42 - January 2016

Introduction:

State Board of Education Rule 6A-1.006 requires Board approval for amendments to the District School Budget whenever the function and object amounts in the accounts prescribed by the State Board for the budget form are changed in the original approved by the School Board.

Description:

Budget Amendments #35-42:

·        #35 – General Fund – The General Fund was amended to adjust estimated revenues for the following projects:

 

               #58000 – Best and Brightest – Revenue #420200  

               #14001 – AMI – Revenue #449500

               #51111 – Fuel Up to Play 60 San Antonio – Revenue #449500

 

Revenue was amended to reflect the Florida Department of Education’s 3rd Calculation and the revised amount in capital funds distributed to Charter Schools. In addition, fund balance was amended to provide funds to J.W. Mitchell for a dual enrollment program and for STEM Magnet Program travel. Appropriations were amended by project, school and District cost center administrators to reflect changes in anticipated expenditures.

 

·        #36 – Debt Service Funds – The Debt Service Funds beginning and ending fund balance was amended to reflect final adjustments to the year ending June 30, 2015 financial reports included in the District’s Comprehensive Annual Financial Report. Revenue and ending fund balance was amended to account for QSCB 2009 realized gain.  Incoming transfers from Capital Projects and appropriations increased due to Sales Tax Revenue Bond 2016 and revisions to COPS 2016A budgets. 

 

·        #37 – Capital Project Funds – The Capital Project Funds appropriations were amended by project administrators to reclassify capital expenditures to the appropriate objects to reflect changes in anticipated expenditures and fund balance was amended to provide funds for the renovation and network for the Boardroom project in Building 3 District Office, fuel management system for the Zephyrhills' propane site, and annual maintenance for HVAC systems.

 

·        #38 – Special Revenue Funds – The Special Revenue Funds appropriations were amended by project, school and District cost center administrators to reflect changes in anticipated expenditures.  In addition, estimated revenues were amended in accordance with information received from the U.S and Florida Department of Education for the following projects:

 

               #35116 – Pell Grant – Revenue #419900

               #32116 – Carl D. Perkins Secondary – Revenue #420100

               #36916 – Title II Part A Tchr/Prin Trng – Revenue #422600

               #34016 – IDEA Part B Entitlement – Revenue #423000

               #31316 – Title I Part A School-wide – Revenue #424000

               #30016 – Title III Support for English Lang – Revenue #429300

 

·        #39 – Internal Service Funds – The Internal Service Funds beginning and ending fund balance was amended to reflect final adjustments to the year ending June 30, 2015 financial reports included in the District’s Comprehensive Annual Financial Report including recording amounts related to new reporting requirements to post pension amounts related to the District’s participation in the Florida Retirement System.

 

·        #40 – Trust and Agency Funds – The Trust and Agency Funds appropriations were amended to reflect changes in anticipated expenditures.

 

·        #41 – Pension Fund – The Pension Fund beginning and ending fund balance was amended to reflect final adjustments to the year ending June 30, 2015 financial reports included in the District’s Comprehensive Annual Financial Report.

 

·        #42 – Enterprise Funds – The Enterprise Funds beginning and ending fund balance was amended to reflect final adjustments to the year ending June 30, 2015 financial reports included in the District’s Comprehensive Annual Financial Report including recording amounts related to new reporting requirements to post pension amounts related to the District’s participation in the Florida Retirement System. Appropriations were amended to reflect changes in anticipated expenditures.



Recommendation:

The staff respectfully requests School Board approval of the attached Budget Amendments.
